Vodafone PAYG 新用户要用 App、要绑卡？下单前先核对官方规则

想办一张 Vodafone 的英国 PAYG 卡，却发现官方条款里并存两条产品线：新客户入口只展示 Pay as you go Plus，要用智能手机，在线购买必须注册支付卡；另一条 Pay as you go 1 要求已经是 Big Value Bundle 客户。看完你会知道官方条款把资格限定为英国居民加英国账单地址，以及激活地点、付款、漫游、保号和转网这些下单前该核对的规则，还有哪些问题官方没有写明。

在 Vodafone 官网看 PAYG，容易漏掉的是官方条款里并存两条产品线，而第一次办卡的人，官网实际引导你走的是 Pay as you go Plus——它需要智能手机和 My Vodafone App，在线购买还必须注册支付卡。

这篇只回答一件事：比较要不要选 Vodafone 的 Pay as you go 时，下单前应该核对哪些官方规则。不写促销价格，也不承诺具体资费。

月费、流量档位、漫游 Extra 价格和每分钟、每条短信的单价都会变动，本文不写这些数字，请以官方链接的当前页面为准。唯一写入正文的价格信息是：免费实体 SIM 本身不收费，这是官方长期提供的产品设计。

本文范围限定 Vodafone 品牌自身的 Pay as you go，不覆盖 Pay Monthly 合约套餐，也不覆盖同集团的 VOXI 品牌。资料查看日期：2026-09-28，部分条款引文于 2026-10-04 复核。

两条 PAYG 产品线：Pay as you go Plus 和 Pay as you go 1

Vodafone 官网当前的新客户入口页只展示 Pay as you go Plus 一个产品，但官方条款体系里并存两条不同的 PAYG 产品线，条款内容不一样。[S0][S2][S3]

Pay as you go Plus：30 天滚动套餐。官方条款写明在线购买时必须注册支付卡，开启 Auto-Renew 也必须绑卡。官方帮助页另有一条硬要求：You must have a smartphone to use and manage your Pay as you go Plus plan，没有智能手机就无法使用 Pay as you go Plus，管理要靠 My Vodafone App。[S1][S2]

Pay as you go 1：按日计费，每天无限英国通话和短信加 50MB 数据，从每天 0 点起算，超出部分从 Credit 扣费。条款 D.9 条写明 You don't need to register a payment card, but doing so may make it quicker for you to top up，即不强制绑卡。默认不自动续费，除非额外购买 Big Value Bundle。[S3]

关键限制：Pay as you go 1 的条款 B.1 条明确写 You must already be a Big Value Bundle customer to be eligible for Pay as you go 1。也就是说一个从零开始的新用户，按条款无法直接开通这条经典按日计费产品线。[S3]

结论：第一次在英国办 Vodafone 卡，官网实际引导你走的是 Pay as you go Plus，需要智能手机、My Vodafone App，想自动续费还要注册支付卡。

官方资料没有说明：一个全新用户要通过什么路径才能最终落到 Pay as you go 1 的按日计费费率上。如果你明确想要不装 App、不绑卡的最简单 PAYG，请联系 Vodafone 官方客服或到 Vodafone 门店当面确认当前是否还能开通。

实体 SIM 还是 eSIM

两条产品线都同时支持实体 SIM 和 eSIM。

实体 SIM：官方原文写 All you need to do is insert your SIM into your phone, then switch your phone on - your SIM will now be activated。目前订购免费，官方订购入口页的标题就是 Order a Free Pay As you Go SIM Card。[S5][S6]

eSIM：通过邮件发送的说明完成下载安装。官方 eSIM 总览页写明 Your device must be network unlocked to use a Vodafone eSIM，设备必须是无锁机，锁定其他运营商的手机需要先解锁。[S7]

官方资料没有说明：eSIM 是否兼容 Pay as you go 账户、精确的激活耗时，以及一个完全没来过英国、手上没有实体卡的新用户能否纯远程下单 eSIM 并完成首次激活。请联系 Vodafone 官方客服确认。

激活必须在英国境内完成

Pay as you go Plus 条款 B.3 条原文：Your first plan will be active on payment, not when you receive your SIM. ... You must activate your SIM in the UK。[S2]

官方帮助页用更口语化的方式重复同一条规则：If you've bought a SIM in the UK with the idea of travelling abroad and roaming, you must activate the SIM in the UK first, then add a roaming Extra. Your SIM can't be activated abroad。这句在 Activate Pay as you go free SIM card 与 How Pay as you go Plus works 两页的 FAQ 中均可读到，后者写作 Your SIM cannot be activated abroad。[S1][S5]

实际含义：人还在中国大陆或其他国家时，无法直接在线激活 Vodafone UK 的 PAYG 卡。可行路径是先把实体卡寄到英国地址或到店购买，人在英国境内时再完成充值与激活。

官方资料没有说明：Pay as you go 1 条款本身是否有与 Plus 同等明确的 must activate your SIM in the UK 字句，本文不替官方把这条结论套到 Pay as you go 1 上。

付款方式与英国账单地址要求

这是 Vodafone 与本系列其他品牌差别最大的一条：资格限制直接写在官方服务协议正文里。

两份官方条款（Pay as you go Plus、Pay as you go 1）在各自的 A.1 条开篇原文完全一致：This agreement covers your personal use of our Pay as you go [Plus/1] service and SIM if you are: a consumer and a UK resident with a UK billing address。也就是说整个 Vodafone PAYG 服务的使用资格，在协议适用范围条款里就限定为英国居民加英国账单地址。[S2][S3]

支付卡品牌方面，官方帮助页 How Pay as you go Plus works 写 We accept Mastercard or Visa credit cards. We do not accept American Express, Maestro or Electron cards。另一份官方页面 Activate Pay as you go free SIM card 写的是 Pay for the first month's plan with a credit or debit card。两份官方页面在是否接受借记卡这一点上措辞不完全一致，本文如实记录这个差异，不替官方统一说法。[S1][S5]

Pay as you go 1 不强制要求注册支付卡，可以通过充值券、电话充值等方式完成充值，但仍然受上面的英国居民加英国账单地址资格条款约束。Pay as you go Plus 在线购买时必须注册支付卡，且只有绑卡才能开启 Auto-Renew。[S2][S3]

官方资料没有说明：系统具体如何校验 UK billing address，以及一张中国大陆发卡行、但账单地址可以设置为英国的信用卡能否通过校验。请在 vodafone.co.uk 的下单流程里确认，或联系 Vodafone 官方客服。

实际建议：官方条款在协议层面要求英国居民加英国账单地址。如果你人还在中国大陆、还没有能设置英国账单地址的支付方式，先假设暂时无法直接线上开通，落地英国、有本地地址和支付方式后再办理更稳妥。

自动续费机制

Pay as you go Plus 的 Auto-Renew 官方定义（B.3 条）：payment will be taken from your registered card every 30 days (from the date you purchase the first plan), and the same plan will renew automatically every 30 days (unless you change it)...If you don't register a payment card, you won't be able to Auto-Renew。[S2]

续费失败的处理（D.12 条）：If your recurring payment fails for any reason (including insufficient funds), we'll try to take payment again. If successful payment can't be taken within 2 days following initial payment failure, your plan will end and won't Auto-Renew。[S2]

随时可以在 My Vodafone App 里关闭 Auto-Renew。官方写明关闭后 Your plan will expire at the end of the current 30-day period (but your SIM will still be active for 180 days)，即套餐停止续费，号码本身还会按下文的保号规则继续保留一段时间。[S2]

Pay as you go 1 默认没有自动续费，除非额外购买 Big Value Bundle。[S3]

余额机制与套餐机制

Pay as you go 1：按日计费，每天无限英国通话和短信加 50MB 数据，从每天 0 点起算，超出的套餐外用量从 Credit 逐次扣费。官方写最低充值 £5。[S3][S4]

Total Rollover：只要 Big Value Bundle 自动续费成功，上一周期未用完的数据、通话、短信额度会滚存到下一个 30 天周期使用，最多顺延一次，不能无限累积。如果账户余额不足以自动续费，有 7 天宽限期可以补充值让套餐正常续期。[S4]

Pay as you go Plus：30 天固定周期套餐。用完当期额度可以等下一期自动续费，或额外购买 Data Extra。套餐外活动（国际通话、部分漫游）需要购买对应 Extra，且必须先有一个生效中的 Plan、并已注册支付卡才能购买 Extra。[S2][S4]

中国大陆漫游

结论：官方清单明确覆盖中国大陆，但需要额外购买漫游 Extra 或按日付费，具体买哪个 Extra 要看你在哪条产品线上。

所有 Vodafone 套餐默认包含 Zone A（爱尔兰共和国、马恩岛、冰岛、挪威），使用体验等同英国本土。Zone A 之外的所有目的地都需要额外购买 Extra，官方原文：Pay as you go Plus users will need to add an extra to roam，以及 If you're travelling to an area not covered in your plan, you can add an Extra to your destination or pay a daily charge to use your phone。[S8]

PAYG 的漫游目的地官方分成五类：Zone A（免费包含）、Zone B（47 个欧洲目的地）、Around the World（74 个目的地）、Rest of the World（61 个目的地）、Additional destinations（39 个目的地）。Around the World 这一档（74 destinations）的官方弹窗清单中明确包含 China，Hong Kong 是单独列出的另一个条目。[S8]

同一个弹窗的官方提示写：To roam in these destinations, Pay as you go Plus customers will need to buy a Rest of the World Extra。而专属条款页面用的产品名是 Around the World Extra。两处官方页面对同一类 Extra 产品的命名不完全一致，本文如实记录，不替官方统一。[S8][S10]

Around the World Extra 的官方条款（版本 September 2025）写明适用范围：Around the World Extras are available to Pay as you go customers on Pay as you go 1, Vodafone Simply and customers on an active Big Value Bundle。这份资格名单里没有 Pay as you go Plus。条款其余要点：有 8 天和 15 天两档；购买后最长可能要等 24 小时才能激活；不自动续费，一次性购买；用完额度或到期即失效，超出部分按标准漫游费率计费。[S10]

Plus 用户的路径以官方漫游页为准：上述弹窗写 Plus 用户要买 Rest of the World Extra；同页 FAQ 写 Plus 有 Europe 与 Rest of the World 的 8 天 Extra，以及 Around the World 目的地的 8 天或 15 天 Extra。[S8]

作为对照，Pay Monthly 的对应分区 Zone D（73 个目的地）的官方弹窗清单同样明确包含 China 和单独列出的 Hong Kong。Vodafone 自己的 PAYG 和 Pay Monthly 两条产品线在是否覆盖中国大陆这一点上结论一致。[S8]

官方资料没有说明：Pay as you go Plus 适用的那款漫游 Extra 的独立条款页（名称、额度、天数档位、在中国大陆的逐条规则），以及没有购买 Extra 或额度用完时具体的标准漫游费率明细。出发前请在 My Vodafone App 里按目的地 China 实际查看可买的 Extra，或用官方 Roaming Charge Checker 按目的地查询当前价格。

长期保号：长期不用会不会被收回

官方条款给出了明确的分阶段时间线，Pay as you go Plus 和 Pay as you go 1 两份条款文本几乎逐字相同。[S2][S3]

180 天没有合格使用（qualifying use）就会被停用。条款原文：We may suspend our services...if: i. you do not use the service (repurchase a plan or make a chargeable outbound activity) for 180 consecutive days。[S2][S3]

官方承诺两次提醒：第 90 天发第一次提醒短信；We'll send another reminder 45 days before the proposed disconnection，即第 135 天左右发第二次提醒；第 180 天仍未使用则正式断开。[S2][S3]

断开后果：账户内剩余 Credit 和套餐额度全部作废，官方原文 you will lose any credit or allowances held on your account。[S2][S3]

断开后不能恢复。官方帮助页明确写：Unfortunately, you can't reactivate your Pay as you go number if it's been disconnected。只能重新开一张新 SIM、拿到新号码。官方页面没有提到断开后还有任何补救窗口。[S11]

实际建议：如果打算长期离开英国又想保住这个号码，至少要在每 180 天内完成一次购买套餐或 Big Value Bundle、或产生一次收费通话、短信、流量的行为，并自己在日历上提前设置提醒。长期在中国大陆、可能收不到英国短信的用户尤其不要只依赖 Vodafone 的提醒短信。

转网规则：PAC 和 STAC

转出 Vodafone 的申请方式（两份条款一致）：在 My Vodafone App 内走 switching journey；拨打 191（Vodafone 号码免费）；在官网 joining and leaving 页面在线申请；或者发短信 PAC 和你的 PIN 码到 65075。注意最后一条是 Vodafone 的特有细节：官方条款原文要求短信内容是 PAC 加上 PIN 码一起发送，不是只发 PAC 一个词。[S2][S3][S12]

STAC 走同一短码体系，发 STAC 到 75075。[S12]

码的有效期是 30 天，逾期不用则原协议继续有效，不会自动帮你解约。转网生效时间：within one working day of you providing your code to them，即把码提供给新运营商后一个工作日内生效。[S2][S3]

退款：通过申请 PAC 或 STAC 主动离开的，账户剩余 Credit 可在协议结束后 60 天内申请退款，但会扣除 5%、最高 £5 的手续费。如果不是通过 PAC 或 STAC 方式离开，可能会失去剩余 Credit 和套餐额度的价值。[S2][S3]

官方资料没有说明：申请 PAC 或 STAC 是否必须人在英国境内。请联系 Vodafone 官方客服确认。
