CMLink 卡在国内收到了，能先插上激活吗？官方明确不行

在国内收到了 CMLink 卡，能不能先插上试试？官方明文不支持：中国大陆境内激活被明确排除，要等人到英国、欧盟或香港再激活。提前拿卡的情况：预装套餐在激活前不生效、不扣费，未激活的新卡有一年有效期。

这篇只回答一件事：卡已经到手之后，怎么把它真正开通并用起来。

选卡阶段已经讲过的内容（五条产品线的机制、套餐资费、支付宝与微信与银联支付、充值上下限与退款规则、30 天和 90 天保号规则、PAC 转网的基本概念）不在本文重复，请看同品牌的选卡指南。

会随促销变动的资费数字（套餐月费、流量档位、国际分钟数、促销奖励金额）本文不写；官方以常规资费形式明示的固定金额会照常写出并提示可能变动。资料查看日期：2026-10-03。

CMLink 的开通说明分散在 FAQ、几个专题页和多份合同 PDF 里，彼此口径并不完全一致。官方自己明文规定了其中两组效力关系：Fair Use Policy 原文 In the event of any inconsistency between the Product terms and conditions… and this Policy, this Policy shall prevail；以及 Fair Use Policy 与 Product Terms and Conditions 第 8.20 条都写明两版本冲突时以英文版为准。官方资料没有说明 FAQ 页面与合同条款 PDF 之间的效力关系，因此本文遇到两者冲突时一律把两份原文都列出来，并按更保守的那一份给操作建议。[S8][S9]

激活操作说明来自官方 FAQ 的 Activation 分类，原文：When you are in the UK or in flight transit, insert the CMLink SIM card into your phone. Once you see the network signal, dial 10086 and end the call after put through. Activation Successful Text message will be received. (Note: Activation in Mainland China is not supported for UK SIM card.)。[S0]

购卡页在五条产品线标签页下分别写明：Trial Plan 是 physical SIM (pSIM) can only be activated within the UK, Europe, or designated area，其余四条产品线是 eSIM and physical SIM (pSIM) can only be activated within the UK, Europe, or designated area。两种卡型的限制措辞完全相同，不存在其中一种更宽松。[S1]

合同层的 Fair Use Policy 原文：CMLink UK SIM can only be activated when you are in the UK, Hong Kong, EU and selected destinations. The SIM cannot be activated in China (including Macau and Taiwan). CMLink UK SIM can be used in the UK, EU and selected destinations, mainland China and Hong Kong after activation。[S8]

这份条款与购卡页措辞有三处不同。第一，Europe 变成了 EU，而欧洲不等于欧盟。第二，条款把香港明确写进可激活范围，且适用于 CMLink UK SIM 整体，实体卡在香港激活因此有了条款级依据。第三，排除范围从中国内地扩大到中国内地、中国澳门、中国台湾——也就是卡可以寄到澳门和台湾，但在澳门和台湾不能激活。[S1][S8]

综合两套口径，本文给出的操作建议按最保守口径：只在英国、欧盟国家、香港这三类地方尝试激活。如果行程里包含非欧盟的欧洲国家转机，不要把落地就激活当成确定方案；如果中途在澳门或台湾停留，不要在那里尝试激活。中国大陆境内激活在两套口径下都被明确排除。

官方资料没有说明 in flight transit 的判定标准，也没有说明 designated area 与 selected destinations 的完整清单——本轮在官方 FAQ、购卡页、Product Terms and Conditions、Fair Use Policy、Website Terms and Conditions 中全部检索过，均无定义或列举。请联系 CMLink 官方客服索取清单。[S0][S1][S8][S9][S12]

第一步：在中国大陆境内网购实体卡，填写国内收货地址。官方原文 If your delivery address is in mainland China, we will send the SIM card to you by courier. You can contact the courier company using the tracking number provided from them，时效为 China (including Hong Kong, Macau & Taiwan): 3 to 5 working days。[S0]

第二步：下单不需要身份核查或信用检查，只需收货信息。官方原文 No, you only need to provide the recipient's address and relevant information for delivery purpose。[S0]

第三步：下单时选定的套餐会预装在卡上，激活之前既不生效也不扣费。官方原文 Preloaded plan will not be activated and no charges will be incurred before SIM activation。提前买卡不会白烧掉一个月套餐。[S0]

第四步：未激活的新卡有一年有效期。官方原文 Inactivated CMLink UK SIM card is valid for one year. It must be activated within one year of purchase; otherwise, it will expire。这给可以提前多久买卡划定了官方上限。[S0]

第五步：收到卡之后不要尝试激活，等人到英国、欧盟或香港。第六步：落地后按下一节的步骤插卡、拨 10086 完成激活，预装套餐从这一刻才开始计费和计时。

这条路径上有一处官方写在别处、容易被忽略的风险提示：快递环节 CMLink 不担责。Website Terms and Conditions 第 15 条原文 We may ask you or you may choose to provide an address in your order for delivery of our goods and/or services by a third party courier… We do not accept any responsibility for them or for any delay, damage, excess cost, or failure in delivery to you due to factors beyond our reasonable control。寄往中国大陆走的正是第三方快递，收货人需要自己凭运单号跟快递公司交涉。[S12]

在插卡之前有一件事必须先知道：你的手机号码不印在卡托上。

官方防诈页面原文：Enhanced Anti-Fraud SIM Cards – Protecting Your Privacy. Hidden Number Design: SIM card numbers are no longer displayed on the back, reducing the risk of data leaks. Secure Activation Process: Numbers are only provided via SMS notification, email confirmation, or direct activation, ensuring your information remains private。[S6]

直接后果是：先把自己的号码抄下来这一步不能靠翻卡托完成。官方给出的三个渠道是短信通知、订单确认邮件、以及激活成功后收到的短信。因此收到卡之后的正确第一步是把订单确认邮件找出来存好。[S6]

官方资料没有说明这项隐藏号码设计从哪一批卡开始生效，也没有说明号码仍印在卡背的老批次卡是否还在流通。官方也没有提供任何查询本机号码的自助指令，本文因此不写任何未经官方确认的短代码。

官方唯一的操作说明来自 Activation FAQ，按原文逐步拆解如下。

第一步：确认人在英国，或按合同条款口径的欧盟、香港。第二步：把 CMLink SIM 卡插入手机。第三步：等到手机出现网络信号——这一步是前提，没有信号不要进行下一步。[S0]

第四步：拨打 10086，接通后挂断。第五步：收到 Activation Successful 短信，激活完成。[S0]

关于 10086 这个号码：官方 FAQ 的客服区块原文 CMLink users can call the customer service hotline free of charge: In the UK or EU, please dial 10086。在香港、中国大陆或其他地区需改拨 +44 7973 000186。[S0]

官方资料没有说明余额为 0、尚未充值的新卡是否一定能拨通 10086。该热线对 CMLink 用户免费与未激活状态下网络是否放行这通呼叫不是同一件事，本文不做技术推测。

另需说明的是，本轮核实确认官方没有提供任何网页端或 App 端的自助激活入口，不存在输入 ICCID 在线激活的表单，实体卡激活的唯一官方途径就是拨 10086。[S0]

官方 eSIM 专题页的 How to Activate CMLink eSIM 小节给出三步流程。

第一步 Check Device Compatibility，官方原文：Check if your device supports eSIM functionality. Common supported devices include: iPhone XS/Google Pixel 3/Samsung Galaxy series and later models. If unsure, check the CMLink website or consult your device's customer service。[S3]

第二步 Get an eSIM，官方原文：Please visit our website to order a suitable eSIM plan. For existing CMLink customers, if you wish to switch to eSIM service, please contact our customer service team to place an order for a SIM-swap。[S3]

第三步 Install Your eSIM，官方原文：Please ensure your device is connected to the internet when setting up your eSIM. Scan the provided QR code and follow the on-screen steps to complete the activation process. Once completed, your device should display a network signal, and the service will be ready to use。[S3]

专题页另有三条特性说明原文：Instant Access — Speedy delivery. eSIM will be sent to your email directly；No Physical SIM — Scan the QR code to activate your SIM on an eSIM-compatible handset；Multi-Device Support — Compatible with mobile phones, tablets, and some computers (supports one-time installation only)。[S3]

真正容易卡住的一步写在 FAQ 里而不在这三步里。官方 eSIM FAQ 原文：You'll need to be connected to the internet to set up your eSIM while in the UK, Europe or Hong Kong. If you've received a QR code, scan it with your device—it contains all the necessary information to add your eSIM. Please note that most devices do not initiate the eSIM setup process by scanning the QR code directly from the camera app. You must first navigate to the eSIM setup menu。[S0]

也就是必须先进手机系统的 eSIM 设置菜单、在菜单里扫码，而不是打开相机扫码——这是官方明示、专题页三步流程里没写、却最容易导致扫了没反应的一步。中文站同一条 FAQ 另要求确保手机连接到稳定的 WiFi 网络，比英文版的 connected to the internet 更具操作性。[S0]

二维码只能用一次，这是不可逆的。官方 FAQ 原文：No. Please note the QR code of eSIM is an one-off code, it will be invalid after installed immediately。二维码安装到设备上的瞬间就失效，换手机、重置手机、删掉 eSIM 配置都不能用原码重装。[S0]

一旦需要重新拿码，官方路径是联系客服走付费补换卡流程（Replacement SIM），可选实体卡或 eSIM，实体补换卡 5 至 7 个工作日送达，eSIM 补换卡处理完成后以二维码形式提供。因此装 eSIM 之前请确认这台手机就是你要长期使用的那台，不要在旧机上先试一下。[S0]

设备兼容性查询：官方购卡页与 eSIM 专题页均有兼容性查询入口，指向品牌加型号两级下拉查询器，本轮核实到的品牌层清单为 Apple、Samsung、Xiaomi、HONOR、OPPO、vivo、Google Pixel 七个。页面对清单范围有官方限定说明：Please ensure your device supports eSIM before placing an eSIM order. The page only lists devices available in the UK market. For inquiries regarding other devices not listed, please contact the device's manufacturer。[S3]

型号层清单会随新机型发布变动，请直接用官方查询器核对自己的具体型号。需要特别提醒官方自述只收录英国市场在售机型：从中国大陆带来的国行机型很可能在查询器里查不到。官方资料没有说明查不到的原因是未收录还是硬件不支持，按官方指引请联系手机厂商确认。[S3]

官方三条互相咬合的原文可以完整回答这个问题。

CMLink 是预付费卡，套餐与按量服务都从余额扣费后才生效。官方 Top-up FAQ 原文：CMLink is Prepaid SIM. Any plans, pay-as-you-go services can only be activated after deducting the charge from the account balance. Please ensure that your balance is sufficient。[S0]

但下单时预装的套餐在激活那一刻生效，不需要额外操作。官方 Activation FAQ 原文：Preloaded plan will not be activated and no charges will be incurred before SIM activation。[S0]

协议从激活那一刻起生效。Product Terms and Conditions 第 2.1 条原文：This Agreement begins when You first request for Services by activating Your SIM Card. You are deemed to accept these conditions when You first credit Your account, or otherwise use Your SIM Card to access the Network。[S9]

综合结论：如果下单时已经选购并预装了套餐，激活成功即扣费生效，第一次使用前不需要再充值；如果持有的是不含套餐的卡，或者想使用套餐额度之外的按量服务，则必须先确认余额充足。

还有一条对开卡环节有实际意义的事实：充值不需要登录账户。官方充值页只要求填入 CMLink 手机号和金额，三个付款方式标签页在未登录状态下即可使用。对新卡尚不能接收短信验证码、因而登不进账户的人来说，充值这条路不会被登录环节卡住。[S2]

5G 开启路径，官方 FAQ 原文：CMLink UK provides both 4G and 5G networks. Please ensure that your phone supports 5G. You can choose whether to enable the 5G option: iOS users: Settings > Mobile Data > Choose CMLink SIM > Voice & Data > Enable 5G. Android users: Settings > Network & Internet > SIMs > Preferred Network Type Selection > Choose 5G Network Preferred. Settings menu may vary for different phone models. If there is 5G coverage in your area, your phone will connect to 5G signal automatically。官方自己也注明了菜单名称会因机型而异。[S0]

VoLTE 的官方定义原文：a technology that allows mobile phones to make and receive voice calls or use SMS directly over a 4G/5G network, without needing to switch back to 2G or 3G networks… faster call setup, clearer voice quality (HD voice), and the ability to use 4G/5G data while on a call。[S0]

Wi-Fi Calling 的官方定义原文：allows you to make and receive phone calls or use SMS service over a Wi-Fi network, instead of relying on your mobile carrier's cellular signal… especially useful in basements, inside buildings, or other areas with poor signal coverage。[S0]

地域范围，官方原文：CMLink customers can currently use VoLTE and Wi-Fi calling within the UK. VoLTE functionality in other roaming destinations will be gradually rolled out. Please note that Wi-Fi Calling is not available while roaming。[S0]

漫游时启用 VoLTE 的操作，官方原文：CMLink has enabled VoLTE roaming services in multiple major roaming countries and regions, including Mainland China, Hong Kong SAR, and EU countries. You only need to ensure that VoLTE is enabled on the handset, then restart the device and manually select a supported network… The availability of VoLTE services may be affected by factors such as the local operator's network, handset model, and handset settings。[S0]

上面两条的措辞并不完全一致：一条说目前只在英国境内可用、其他漫游目的地逐步开通，另一条说已在中国大陆、香港、欧盟多个主要漫游地开通 VoLTE 漫游。官方资料没有统一这两处表述。两条原文里唯一无歧义、可以直接依赖的是 Wi-Fi Calling 在漫游时不可用。[S0]

APN 参数：官方没有发布。本轮在官方 FAQ 全部分类、FAQ 站内搜索（搜 APN 返回 Sorry, we couldn't find anything matching your search）、以及 Product Terms and Conditions 与 Website Terms and Conditions 两份 PDF 中全文检索，均无任何 APN 参数值。绝大多数情况下插卡后手机会自动完成 APN 配置；如果需要手动填写，请直接向 CMLink 官方客服索取参数，不要采信任何非官方来源给出的数值。[S0][S9][S12]

查号码见前文——号码不印在卡上，官方渠道是短信通知、订单确认邮件、激活成功短信。官方没有提供查询本机号码的自助指令。[S6]

查余额与套餐余量的官方渠道是网页账户中心：官方账户入口会跳转至登录页，登录页提供 With Code（短信验证码）与 With Password 两种方式，页面自带简体中文与英文切换。[S7]

官方资料没有说明登录后在哪个菜单查看剩余流量、通话与短信，以及显示颗粒度如何。

官方 FAQ 里唯一一条针对激活后异常的排查条目，问题是 I received the Activation Successful text message, but the CMLink website showed 'the number is invalid' during top-up. What should I do?，官方答复原文：The data update to the website may take some time, please be patient. If you still see this message after 30 minutes, please contact our customer service。[S0]

另有一条相邻的官方时限属于同类判断依据，Top-up FAQ 原文：Generally, the balance will be updated immediately after successful top up. If it's not updated after 15 minutes, please contact our customer service。[S0]

如果客服也解决不了，官方投诉守则给出了正式升级路径：先电话 +44 7973 000186，或邮件 csuk@cmlink.com，或书面寄至 China Mobile International (UK) Limited, 6/F, 90 Cannon Street EC4N 6HA, London, United Kingdom。[S11]

守则原文：If it has been 8 weeks after you have lodged your first complaint by the above methods but we are still unable to resolve the matter to your satisfaction, you can refer the complaint to the Ombudsman Services。该路径指向 Ombudsman Services: Communications，PO Box 730, Warrington WA4 6WU，电话 0800 440 1614，该服务免费。[S11]

官方资料没有说明其他激活故障的排查步骤。插卡后完全没有信号、拨 10086 无法接通、迟迟收不到激活成功短信、eSIM 扫码失败或安装中断、以及手机是否需要为无锁机，官方在 FAQ、专题页和条款 PDF 里都没有写。本文不替官方编造排查步骤，遇到这些情况请直接走客服热线，必要时走上述投诉升级路径。

官方携号转网专题页的 Number Porting In to CMLink Tutorial 给出五步，原文顺序如下。

第一步：To switch network provider, you'll need to replace your current SIM card with a CMLink SIM card — Please get a CMLink SIM card first。第二步：Text PAC to 65075 from the mobile number you want to keep. Upon receiving the PAC code, please take a screenshot, as it will be used to authorise the switching to CMLink。[S5]

第三步：Activate the CMLink SIM card once you received — When the SIM is activated, you can apply to switch your number to CMLink。第四步：Complete the Number Porting In Request Form below, and choose a switching date. (You can use your current SIM card until the transfer is complete)。[S5]

第五步：On the day of your number porting in, if you experience a temporary service interruption on your old SIM (no signal), it indicates that the backend is processing the switching request. During this period, please switch to the CMLink SIM card. Once the switching is successful, you will receive a notification via email or text message。[S5]

页面另写明：With a CMLink card, you can quickly process the porting online or call 10086 customer service for assistance, completing it in as early as 2 working days。[S5]

这里有一条对开通环节至关重要的顺序要求：必须先激活 CMLink 卡，才能提交携号转入申请（第三步在第四步之前）。按直觉先申请转网、后激活的顺序是错的。好消息是第四步明确写了转移完成前旧卡仍可继续使用，所以不存在两张卡都不能用的空窗期。[S5]

转出 CMLink：官方同一页面下半部分的 How to porting out from CMLink 小节给出两种方式——Obtain PAC Code Online（页面内有申请入口）与 Obtain PAC Code by text message（发短信 PAC 到 65075）。Product Terms and Conditions 第 3.12 条另有条款级承诺：We will transfer Your existing UK telephone number to or from Our Network within one (1) working day of You providing Us with the porting authorization code (PAC)。[S5][S9]

官方专题页的 How to Apply 三步原文如下。

第一步：Prepare your mobile phone & identification documents. Apply through mobile phone is advisable. Identity verification requires uploading photos and videos of your identification documents during the application process。[S4]

第二步：Login for application. After login, scroll down and locate the '1-Card-Multi-Number' section to apply. After submitting, you can track the approval status。[S4]

第三步：Visit to 'Account' Service Management. — Easily modify preferences to manage call and text forwarding services. — Send text messages to selected numbers using the new CMCC number through our website online. — The service auto-renews every month, and you can cancel at any time。[S4]

专题页另写明 Note: Exclusively available for CMLink customers to apply 与月订阅费 £3 Monthly, Contract-Free!。服务条款第 2.7(a) 条明确写 CMI reserves the right to modify the monthly subscription fee from time to time，请以申请当时的页面为准。[S4][S10]

服务条款里的关键前提与限制如下，全部来自 Single Card Multiple Number Service Terms and Conditions。合同相对方不是 CMLink UK 的运营主体：第 1.1 条写明本服务由 China Mobile International Limited（CMI）提供并运营，而 CMLink UK 的运营主体是 China Mobile International (UK) Limited（CMIUK），二者是不同法人。[S10]

绑定数量上限：第 2.1(b) 条规定同一时间只能绑定一个中国大陆（CMCC）号码和一个香港（CMHK）号码。[S10]

原号必须关机，这是最容易理解错的一条前提：第 2.1(c) 条原文 Your CMCC and/or CMHK number must be switched off for the voice call and/or SMS to be forwarded to the linked CMLink number。官方 FAQ 的对应表述是 do not activate the original SIM card while the '1-Card-Multi-Number' service is enabled. Please also ensure that your original China Mobile SIM card remains fully active。两句合起来的要求是：原卡账户保持有效，但不要开机。这意味着一卡多号不是两个号同时在线，而是原号关机、来话来信转到 CMLink 号。[S0][S10]

线上新申领号码的能力边界：第 2.1(d) 条规定线上申请的新 CMCC 或 CMHK 号码没有实体卡、没有流量、不能拨出电话、不能发短信，是纯接收号。[S10]

资格：第 2.2 条要求申请人是 CMLink 的有效在用用户；官方 FAQ 补充，若使用中国移动大陆号码申请，须已订阅 CMLink 有效套餐至少一个月。[S0][S10]

实名认证的具体动作：第 2.3 条原文 You will need to upload the front and back of your ID and record a 6-second video holding the ID。专题页只说需要上传照片和视频，条款给出了 6 秒手持证件视频这个确切要求。[S10]

可用证件：第 2.4 条（CMCC 号）接受港澳居民来往内地通行证、台湾居民来往大陆通行证、或任何国籍的护照；第 2.5 条（CMHK 号）接受香港身份证或任何国籍的护照。也就是持护照即可申请，不要求中国大陆居民身份证。[S10]

计费规则：第 2.6 条按月自动续订；第 2.7(b) 条月费按整月收取，且与其他套餐的账期独立；第 2.7(c) 条月费不按比例折算、月内退订不退款。[S10]

退订后果不可逆：第 2.8(a) 条规定 CMLink 号码终止则本服务自动终止；第 2.8(b) 条规定服务终止后通过线上申请得到的 CMCC 或 CMHK 号码也会被终止且此后无法恢复；第 2.9 条规定重新订阅需重新支付整月费用。官方 FAQ 的表述更直接：If the number you previously used was a virtual number obtained through the 1CMN service, it cannot be reinstated once it has been unbound. In addition, you will not be able to apply for the same virtual number again。[S0][S10]

开通之后怎么开关，官方 FAQ 原文：You can log in to 'Account' to manage '1-Card-Multi-Number' to turn ON or OFF to receive Mainland China/Hong Kong number calls or Texts anytime anywhere. After inactive the service, the CMLink UK number will not receive Mainland China/Hong Kong number's calls or texts。回国期间需要用原卡时，在账户中心把转接关掉即可，不必退订。[S0]

官方资料没有说明提交申请后的审批时长。另外，同时绑定一个 CMCC 号和一个 CMHK 号时的总月费也没有写明：专题页写 £3 Monthly，服务条款第 2.7(a) 条写 A monthly subscription fee applies for each associated number，第 2.7(b) 条写 the subscription fee for each CMCC and/or CMHK number will be charged for a full month，条款层倾向按号码分别计费，但官方没有写出绑定两个号时的总金额。请联系 CMLink 官方客服确认。[S4][S10]

官方资料也没有说明线上新申领的 CMCC 号码具体能注册哪些中国大陆 App——条款第 1.2 条只预留了一条一般性免责：for compliance reasons, there may be limitations on access to some networks and web sites via the Product… for national laws reasons, CMI may only provide partial services of the Product in some countries。[S10]

这一条放在开始使用环节而不是选卡环节，原因是它的统计窗口可以从激活日算起，激活时点直接决定风险。

Fair Use Policy 原文：Permanent roaming is not allowed. Permanent roaming means: (i) in any 120 consecutive days, you have spent more time abroad (outside of the UK) than at home (in the UK) or (ii) your roaming usage of voice, SMS or data exceeds your domestic usage during any 120 consecutive days or since the activation date (whichever is shorter). You may use the Services in the EU or China for a travel while you are normally resident in the UK. In the above two situations listed, we would firstly send a reminding SMS to you. If you continue to use the Service roaming for another 15 days after we contact you, we will suspend your roaming services. You may call our Customer Service team for a clarification of your situation, and we will consider exercising our discretion. We will resume your roaming service if you provide us a satisfactory and suitable reason. However, if your explanation is not legit to us, your roaming service can only be resumed once you return to the UK。[S8]

为什么这一条特别重要：注意判定标准 (ii) 里的「或自激活之日起（以短的为准）」。一个典型场景是按官方允许的路径在国内买卡、落地英国激活，然后很快回国过一个长假，激活后头几个月的漫游用量就可能超过英国本地用量，从而触发 (ii)。官方的处理流程是先发预警短信，若此后 15 天仍持续漫游使用则暂停漫游服务；恢复需要致电客服说明情况并由官方裁量，理由不被接受的话只能等回到英国才恢复。[S8]

同一份条款里另外两条固定阈值也是激活后才会遇到的。无限量套餐限速：The data speed of the 'Unlimited' bundle will be reduced to 512kbps after you have used 500GB of data。热点共享与超量：Regularly tethering to 12 or more devices or regularly using unreasonably large amounts of data are prohibited, including but not limited to using around 650GB of data twice or more within a 6-month period。[S8]
